Abstract
Local government training at the Institute of Public Administration (IPA) recently needed to be refreshed to better meet the evolving needs and demands of its customers. While traditional models rely on in-person attendance, we recognized that busy municipal officials often face significant time constraints that limit participation. Furthermore, fields such as planning and financial management are constantly evolving, necessitating content that is both current and easily accessible. To address these limitations, our research applies the Build-Measure-Learn model from Eric Ries’ Lean Startup methodology to develop a modernized, asynchronous training infrastructure.
We utilized a Minimum Viable Product (MVP) approach to test our product and gather feedback on how it could be improved. We gathered data by testing our training interface with Biden School Undergraduate Research Fellows to identify user priorities and guide our iterative development process. Our current MVP utilizes a Looker Studio dashboard to organize curricula into Planning and Economic Development tracks. Systematic measurement of this iteration revealed some UI/UX priorities, including the need to resolve inconsistent formatting and text-wrapping issues. Content feedback indicated that while users understood core concepts, shorter modules could benefit from greater depth and real-world context.
Our findings from the Build-Measure-Learn process surfaced important feedback that helped improve online training for Delaware’s local governments. This iterative process ensures that the training resources are complete and genuinely effective tools responsive to municipal needs. Ultimately, the Build-Measure-Learn process provided a scalable roadmap for modernizing local government resources through data-driven, asynchronous delivery.
