Abstract

This research presentation delves into the journey of The Creative Vision Factory (CVF), a peer-led behavioral health program that emerged from funding resulting from a Department of Justice settlement agreement against the Delaware Psychiatric Center in 2010. Over the years, CVF has operated under the guidance of Delaware’s Division of Substance Abuse and Mental Health (DSAMH) through various Philadelphia-based behavioral health organizations. While this structure facilitated innovation in serving participants, it has presented challenges to growth and local collaboration. The focus of this research centers on the efforts made by CVF to achieve independence and greater autonomy in their operations. To accomplish this, they have formed a partnership with the Center for Community Research and Service (CCRS). The CCRS staff team provides research and technical assistance to aid in the development of CVF’s application for state and federal tax-exempt status. The research presentation explores the complexities of the 501c3 process, highlighting that filing for 501(c)(3) tax-exempt status can often be a complicated process, especially if a legal consultant isn’t used. The process demands extensive documentation and detailed information about the organization’s mission, activities, governance structure, financial projections, and compliance policies. Without the guidance of a legal consultant or experienced professional, there is a higher risk of making mistakes in the application, which can lead to delays or rejection. By sharing experiences and insights gained through collaboration with other organizations, the presentation aims to provide valuable knowledge and practical guidance for smaller organizations seeking to obtain tax-exempt status. The research presentation serves as a guide for other organizations looking to forge their own paths towards greater independence and sustainable growth in the nonprofit arena.
